SUBJECT : 2007 Census Population Figures for the 60+
Population for States and Territories

The purpose of this memorandum is to transmit the latest
figures for the population 60 years of age and older (60+) for the states and U.S.
territories. The attached table presents
the most recent population figures available from the U.S. Bureau of the
Census, and will be used by the Administration on Aging to determine formula
grant awards during fiscal year 2008 under Title III
of the Older Americans Act (OAA). Section
304 (a)(4)of the OAA states that: The number of individuals aged 60 or older in
any State and in all States shall be determined by the Assistant Secretary on
the basis of the most recent data available from the Bureau of the Census, and
other reliable demographic data satisfactory to the Assistant Secretary.
Also attached, for your information, are
several other population tables by age groups and sex as well as tables by race
and Hispanic origin (using the revised OMB racial categories) for the 60+ and
65+ population.
The figures for the 50 states, the District
of Columbia, and Puerto Rico are
Census population estimates as of July 1, 2007.
Please note that these figures reflect post-Hurricane Katrina population
changes. The figures for American Samoa, Guam, Northern Mariana Islands, and the Virgin Islands are 2007 mid-year Census estimates from
the Census International Data Base.

In
addition to the Interstate formula cited above, States should also be
aware of the criteria regarding the Intrastate Funding Formula (IFF) set forth in the Older Americans Act (OAA)
Sections 305(a)(2)(C)(i) and 305(a)(2)(C)(ii). The OAA requires States to use
the “best available data” as the basis for the IFF.
AoA has provided a number of resources to assist States and AAAs that can be
found on the AGing Integrated Database (AGID) Website at
http://www.data.aoa.gov. State level data for 2007 and earlier years are
currently available. County population data by age is currently available for 2006.
County population data by age for 2007 has not yet been released by the Census
Bureau but we expect that it will be available on the AGID Website by September 30, 2008. Also, the Special Tabulation on Aging from
the 2000 Census is available on the AoA Website.
